US President Donald Trump is known for his dramatic public appearances, and his upcoming joint address to Congress promises to be no exception. Although his remarks on Tuesday evening (or Wednesday lunch AEDT) are not officially classified as a State of the Union address, viewers are unlikely to notice any difference. Such speeches are meticulously planned, so anticipation is high for what Trump will say and how he will present it.

During these events, the most influential figures in the government typically sit behind the president, including the House Speaker and the Vice President, but this time, Elon Musk, the tech billionaire, is expected to steal the spotlight. Musk heads the newly created Department of Government Efficiency and serves as a significant advisor to Trump, a role unprecedented in US history that has resulted in numerous staff changes and operational overhauls within federal agencies. Speculation surrounds whether Musk will be present at the event.

One of the most pressing topics for discussion is US support for Ukraine amid its ongoing conflict with Russia. Trump has recently signalled uncertainty about continued backing, suggesting to Ukrainian President Zelenskyy that negotiations are necessary if assistance is to continue. This speech will provide Trump a chance to articulate his foreign policy stance and outline his vision regarding the war.

Presidential addresses have become more contentious over time. Moments like South Carolina Representative Joe Wilson’s infamous outburst during Obama’s speech illustrate this trend. With Democrats eager for more vocal resistance to the administration, their response during Trump’s address could reflect this desire, especially as they criticise key aspects of his policies.

On the legislative front, Trump aims to push for budget cuts, border security funding, and tax reductions, requiring Republican unity in Congress due to their minorities in both chambers. He often alternates between supporting a comprehensive approach and a more fragmented method of enacting policy, which could affect the dynamics of the debate as he seeks to manoeuvre the legislative landscape.

Expectations are high regarding the tone and content of Trump’s speech. Typically, these addresses are scripted, but his tendency to improvise could lead to unforeseen moments of spontaneity. Whether he will adhere strictly to his prepared remarks remains to be seen, as his last major address saw him begin solemnly before diverging into familiar grievances.

The address will commence at 9pm local time (1pm Wednesday AEDT) in the House chamber, which will also host opposing Democratic responses. Senator Elissa Slotkin is set to deliver the televised response, highlighting economic issues that resonate with party constituents, while Representative Adriano Espaillat will provide a Spanish-language version.

Although Trump’s message during this joint session isn’t technically a State of the Union address, it will set the stage for legislative discussions as he embarks on his new term.
