An English backpacker, Alicia Kemp, 25, has appeared in court accused of fatally hitting a well-loved father, Thanh Phan, 51, while riding an e-scooter under the influence of alcohol. The tragic incident occurred in Perth around 8:40 PM on May 31, leading to severe injuries for Phan, who succumbed in hospital days later.
Kemp faces serious charges, including dangerous driving causing death and dangerous driving causing bodily harm, both allegedly while intoxicated. During a recent video link court hearing held at the Western Australian Magistrates Court, her case was adjourned to facilitate discussions between her legal team and prosecutors.
Phan’s family, mourning the loss of a cherished husband, father of two, brother, and friend, expressed their deep sorrow and advocated for a thorough review of the current e-scooter laws following the tragedy. In response, the West Australian government has initiated a parliamentary inquiry aimed at assessing the safety of e-scooters and e-bikes. This committee will explore ways to enhance the safety of these vehicles, alongside considering harsher penalties for unlawful behaviour.
While Kemp sustained minor injuries from the collision, her 26-year-old female passenger also required hospital treatment for non-life-threatening injuries. Previously refused bail, Kemp remains in custody and is scheduled to appear in court again on August 11.
