In 1850, President Millard Fillmore designated the island for public use, which quickly transformed it into a military facility. During the Civil War, the site was used to detain Confederate prisoners. By the 1930s, the government identified a need for a secure location to incarcerate the most dangerous criminals, leading to Alcatraz being selected as a federal prison.
