The Chief Minister of the Northern Territory has announced an independent inquiry into recent senior police appointments. With Chief Minister Murphy currently on leave, Finocchiaro has initiated the process for his termination and appointed Martin Dole as the acting police commissioner.
The inquiry will investigate the promotions to the rank of superintendent and above that were granted since August 2023. Finocchiaro emphasized the necessity of the process to alleviate any confusion surrounding the appointments and ensure the police force can function effectively during a challenging time. According to her, “To clear the air once and for all, we need this process.”
The inquiry will be managed by the Office of the Commissioner for Public Employment and led by Acting Justice Alan Blow AO. Justice Blow was previously the Chief Justice of the Supreme Court of Tasmania before his appointment as an acting justice of the Northern Territory Supreme Court in January 2025. Although Dole has expressed no apparent need for a review of the appointments made under Murphy’s leadership, he has affirmed his commitment to cooperating with the inquiry.
Finocchiaro explained that the investigation will look into the recruitment processes and assess whether they adhered to merit-based principles. A report detailing the inquiry’s findings will be submitted to her, tabled in parliament, and aimed at resolving any lingering uncertainties surrounding the promotions.
Opposition Leader Selena Uibo has criticised the Chief Minister for delaying action following the findings from the Independent Commission Against Corruption (ICAC). However, Finocchiaro defended her approach, stating that it has been a careful and methodical process.
While the Chief Minister could not specify the cost of the inquiry, she assured that the necessary expenses would be made public. The outcome of Justice Blow’s findings may significantly affect Dole’s role within the police force, particularly following his admission of being part of the selection panel that appointed three assistant commissioners last year. Although Dole mentioned that he did not give personal references, he was listed as a referee for multiple applicants.
Finocchiaro refuted claims suggesting that she had prior knowledge of Dole’s involvement in the selection panel before his admission.
