As the first phase of the ceasefire approaches its end, negotiations for a second stage—where Hamas would free hostages for Palestinian prisoners—remain unresolved. Rubio’s strong rhetoric may hinder talks with Hamas, even as the group maintains control over Gaza despite considerable losses.
