Prime Minister Anthony Albanese Signals Major NDIS Reform and Elimination of Investor Tax Breaks in Budget Teaser

Prime Minister Anthony Albanese has indicated significant structural reforms to the National Disability Insurance Scheme (NDIS), which carries an estimated cost of $55 billion, alongside plans to eliminate specific tax breaks for investors in the upcoming May Federal Budget. He emphasised that the rising costs associated with the NDIS necessitate an overhaul to ensure its long-term viability and integration into Labor’s cost-reduction strategies.

During a recent address, Albanese highlighted the crucial role of the NDIS in aiding individuals with permanent disabilities to engage fully in society, stating, “It’s something we need to value and cherish.” He raised concerns over the disproportionate number of children accessing the scheme, suggesting that such figures challenge its sustainability and public support.

The financial burden of the NDIS has significantly escalated; expenditures doubled since 2021, surpassing defence spending. The operational costs reached $46.1 billion in the 2025/26 financial year, with expectations to rise to $55.1 billion in the coming year. Despite considerations regarding budget management, Albanese clarified that means-testing would not be introduced for the NDIS, reinforcing the importance of maintaining universal access based on disability rather than financial status.

Labor is reportedly targeting a modest growth cap of five per cent for NDIS funding in the upcoming budget. Albanese, however, acknowledged the necessity for the system to be effective and beneficial for all, asserting that rhetoric and division would not lead to sustainable solutions. Instead, he called for inclusive economic engagement, allowing all Australians to invest in the economy’s success.

As the PM prepares for critical international discussions during his early May trip to Asia, which includes talks on securing fuel and fertiliser supplies, he describes the forthcoming budget as his government’s most pivotal to date, aligning focuses on fuel security alongside reforms to essential services like the NDIS.
