Premier’s Ambition to Transform Victoria into the Townhouse Capital

Victoria’s government has introduced a new code to expedite the approval process for townhouses and low-rise apartments of up to three storeys. Premier Jacinta Allan, along with Planning Minister Sonya Kilkenny, presented this initiative aimed at facilitating the construction of duplexes, townhouses, and low-rise residential buildings, particularly in established suburbs with access to transport, employment, and essential services.

The new framework is set to streamline the application process, which must adhere to several criteria including appropriate setbacks, minimum room sizes, good ventilation, and compliance with sustainability and energy efficiency standards.

Significantly, starting from April, the new regulations will eliminate the right of neighbours to contest these developments through the Victorian Civil and Administrative Tribunal (VCAT). However, local councils will remain responsible for assessing compliance with the new code and will notify neighbours about proposals. Residents will still have the opportunity to provide feedback, but the process will be more efficient and simplified.

This approach is intended to accelerate housing development in key areas and address the increasing demand for residential properties in Victoria.
