French President Emmanuel Macron arrived at the Oval Office determined to present a cohesive European stance amid fragile transatlantic relations. However, discussions revealed little progress in aligning views with President Donald Trump, particularly on the subject of European support for Ukraine. Macron interjected during Trump’s remarks to clarify misinformation regarding financial support, stating Europe has significantly funded Ukraine’s efforts, contrasting Trump’s assertions of loans.

Despite their convivial facade during the meeting, the discussions highlighted Trump’s contentious statements about the war, including his erroneous statements regarding European contributions. Macron’s intention was to correct these misapprehensions and ensure clarity on Europe’s role in Ukraine.

Trump expressed interest in establishing a European peacekeeping force in Ukraine and hinted at a potential meeting with Ukrainian President Volodymyr Zelensky to discuss a deal involving access to Ukraine’s mineral revenues. Nonetheless, he remained adamant that the war could be resolved in weeks and declined to label Putin a dictator, suggesting a future visit to Moscow.

Macron’s strategy centred on fostering a positive rapport with Trump, evident from their extensive interactions throughout the day. Building on their complex history, Macron aimed to leverage personal interactions to advocate for Ukraine’s security and emphasise Europe’s contributions. He conjectured that Trump regarded him with respect, believing this rapport could facilitate constructive dialogue.

Amid their discussions, Trump’s criticisms of European leaders surfaced, asserting they had not done enough to end the conflict. In response, Macron’s priority was to articulate Europe’s intent to support Ukraine, always framing it within the broader context of conflict resolution.

While Macron previously sought to impress on Trump the seriousness of the situation and America’s role in maintaining global standing, it appeared these points had not penetrated his rhetoric in recent engagements. European officials expect persuading Trump to alter his views on the conflict will be challenging. Therefore, they are prioritising future-oriented strategies as talks of a peace agreement continue.

Both Macron and British Prime Minister Keir Starmer coordinated their approaches to underscore unified European leadership in the matter. Starmer plans to outline a proposal for deploying European peacekeeping forces in Ukraine, reinforcing Europe’s commitment to bolstering security. Macron intends to highlight the importance of standing firm against Putin, aiming to align Trump’s self-image with a more assertive international stance.

In summary, Macron’s meetings with Trump reflect significant challenges in reconciling differing perceptions of the Ukraine conflict, while underscoring Europe’s determination to assert its role on the global stage.
