From October 1, the ban on card surcharges will come into effect, meaning businesses can no longer charge customers extra fees for using credit and debit cards. However, this shift may lead to higher prices at cafes, restaurants, and convenience stores as businesses adapt to the new regulations.

According to Fei Gao, a lecturer at the University of Sydney’s Business School, many establishments are likely to raise their prices to compensate for the elimination of these surcharges. He explains that the costs associated with card payments will be absorbed into the overall pricing of goods and services. Small businesses, particularly in the hospitality sector, are expected to be the most affected. Gao anticipates that some might preemptively increase prices to better manage these added expenses.

The Australian Hotels Association’s CEO, Stephen Ferguson, voiced concerns about the implications of the Reserve Bank of Australia’s (RBA) decision, suggesting that the move may ultimately disadvantage consumers, particularly cash-paying customers. He indicated that the RBA’s approach doesn’t support small businesses adequately and expressed the necessity for safeguards to ensure the benefits of reduced transaction costs are passed down to them.

Alongside the ban on surcharges, the RBA will also lower interchange fees for domestic card transactions. However, Ferguson fears that small businesses may not see tangible benefits from this reduction, citing past experiences in Canada where larger payment providers profited instead of passing savings to smaller retailers.

Despite these concerns, Gao pointed out that removing surcharges could enhance transparency for card users. With card fees integrated into product pricing, consumers will have a clearer understanding of the costs associated with their purchases. This shift could help streamline transactions, allowing customers to know upfront what they will be charged.

While the removal of card surcharges aims to promote fairness in the payment system, the potential for increased prices raises questions about its overall impact on consumers and businesses alike. Ultimately, the success of these changes will depend on how well businesses adapt to the new regulations and whether the anticipated benefits truly reach the end-users.
