City halts e-scooter rentals following tragic death of father allegedly struck by intoxicated rider

Thahn Phan tragically lost his life after being struck by an e-scooter at the intersection of Murray and King Streets on Saturday night, suffering a fatal brain injury. The alleged driver of the e-scooter, 24-year-old British tourist Alicia Kemp, was reportedly under the influence with a blood alcohol concentration of 0.158 after a six-hour drinking binge.

In the aftermath of Phan’s death, his family has called for a thorough examination of regulations and safety measures related to rented e-scooters, aiming to prevent similar incidents in the future. Responding to this appeal, Deputy Lord Mayor Bruce Reynolds announced an immediate suspension of all e-scooter rentals, effective from noon on the day following the accident. He expressed condolences for Phan’s family during this difficult time.

The city has yet to set a specific end date for the suspension of e-scooter hires. Furthermore, Transport Minister Rita Saffioti acknowledged the need for improved compliance with e-scooter laws, indicating that state authorities could take further action.

Phan, who had lived in the state for over a decade and worked as a structural engineer, was described by his family as a cherished husband, father of two, brother, and friend. He succumbed to his injuries in hospital two days after the collision. Neighbours have recounted his unwavering positivity and kindness, stating he was a hardworking individual beloved in the community.

Charges have been laid against Kemp for dangerous driving resulting in death, and she has been denied bail due to concerns that she poses a flight risk. Her next court appearance is scheduled for the following month.
