Prime Minister Anthony Albanese has indicated significant reforms to the $55 billion National Disability Insurance Scheme (NDIS) as part of the upcoming Federal Budget in May. He remarked that the escalating costs of the NDIS necessitate a structural overhaul to ensure its long-term viability. The Prime Minister emphasised the importance of the NDIS in allowing individuals with permanent disabilities to fully engage in society, highlighting the need for public support of the scheme to be maintained through sustainable funding.

Albanese noted that the current situation is problematic, particularly as the scheme has morphed into a system where an unsustainable number of children are reliant on it. The expenditure on the NDIS has doubled since 2021, making it the largest budgetary increase for the government and even surpassing defence spending. In the 2025/26 financial year, NDIS spending reached $46.1 billion, with projections indicating a rise to $55.1 billion in the following year.

Despite these rising costs, Albanese has dismissed the idea of implementing means testing for the NDIS, reaffirming the government’s commitment to the universality of the system. He stated that eligibility should solely be based on disability, ensuring individuals have the necessary support to participate fully in society. Reports suggest that the Labor government aims for a growth target of just five per cent for the NDIS in the upcoming budget, a significant reduction from previous levels.

Albanese’s preparations for the budget have faced disruption due to an urgent trip to Singapore and meetings with leaders from Brunei and Malaysia to ensure fuel security for Australia. He reiterated that fuel security would be a priority in the May budget, which he described as the most critical for his government thus far.

The Prime Minister concluded that structural changes are vital for the NDIS to function effectively, advocating for policies that foster inclusiveness rather than division. Albanese believes in empowering people by creating opportunities within the economy, which he asserts is the pathway to effective and sustainable governance.
