Grandmother of ‘Pam the Bird’ Facing Accusations Pledges to Keep Him Under Control in New Attempt for Freedom

Jack Gibson-Burrell, a 21-year-old graffiti artist known for his work, titled “Pam the Bird,” is seeking bail after being denied previously due to concerns he posed an unacceptable risk of reoffending. Gibson-Burrell allegedly broke into train stations, scaled heritage sites, and abseiled from buildings to create his art. He also faces serious allegations, including stabbing a man in West Footscray, assaulting a worker at Emporium Melbourne, stealing cars in Torquay, and executing a ram raid at a Nandos restaurant.

His bail request comes with assurances from his 78-year-old grandmother, Joan Bell, who promised to supervise him at her home in Geelong. She asserted her familiarity with managing young people due to her past jobs in hospitality and security, pledging to enforce strict rules, as indicated by her statement, “It’s my house, my rules.” Bell is prepared to assist Gibson-Burrell with transportation to a job in Ballarat, despite the lengthy commute.

Gibson-Burrell’s legal representative, Barrister Peter Matthews SC, argued that the risk of reoffending has diminished, citing his potential employment, stable living conditions, and a proposed $30,000 surety from a friend. This surety would be forfeited if Gibson-Burrell breached bail conditions. Matthews suggested that additional terms, such as a curfew and regular police check-ins, could be imposed to further mitigate risks.

However, Senior Constable Scott Nicholls opposed the bail request, highlighting the escalation of Gibson-Burrell’s criminal behaviour. He expressed doubts that Bell could effectively control her grandson’s actions, warning that his release could lead to further chaos on Victorian streets.

Magistrate Johanna Metcalf is expected to announce her decision regarding Gibson-Burrell’s bail on Thursday morning, as the debate continues on the balance between his release and public safety.
