An increasing number of councils in Victoria are adopting stricter regulations regarding cat ownership, including curfews and fines. This move comes as the RSPCA launches its “Rethink Roaming” initiative aimed at addressing the rising death toll of stray cats, shedding light on the risks associated with allowing cats to roam freely in urban settings.

The campaign features an online tool that demonstrates the potential dangers cats face when venturing outside, such as busy train lines, roads, and encounters with snakes. Moreover, it underscores the environmental consequences of roaming cats on local wildlife.

Rebecca Cook from RSPCA Victoria highlighted a concerning statistic: 90% of missing cats are never reunited with their owners. Currently, over half of Victoria’s 79 councils enforce cat curfews, primarily during the hours between sunset and sunrise. Notably, four councils have taken it a step further by implementing round-the-clock restrictions: Yarra Ranges, Wellington Shire, Surf Coast Shire, and Knox City Council. The fines for non-compliance can reach $91 for a first offence and escalate to $545 for repeated violations, in addition to potential costs associated with retrieving pets from impound.

Starting from October 1, the City of Melbourne will also introduce a nighttime curfew for cats, prohibiting them from entering major parks and gardens unless they are secured in a carrier or harnessed.

Animal behaviourist Naomi Thompson advocates for keeping cats engaged and happy indoors, suggesting the use of cat trees, elevated spaces, and interactive toys that mimic the movement of prey. These strategies can provide mental and physical stimulation, ensuring pets remain entertained and content without the dangers posed by outdoor roaming.
