Concerns for At-Risk Australians as Hub Proposal Puts Mental Health Service in Uncertainty

Over 800 vulnerable Australians are facing uncertainty as Momentum Mental Health, a key mental health service provider in Toowoomba, approaches potential closure due to funding reallocations. The organisation offers various support services, such as coaching, group programs, and psychological therapies, and currently has a waitlist exceeding 200 individuals.

The Darling Downs and West Moreton Primary Health Network (PHN) recently announced the establishment of a $3.6 million integrated mental health hub designed to consolidate services, including clinical care and psychosocial support. PHN intends for the hub to be operated by current providers, either alone or collaboratively.

Initially, Momentum’s leadership, including CEO Shirley-Anne Gardiner, welcomed the idea, believing it could enhance community support. However, the shift means that PHN’s funding will be redirected to the new hub, leaving Momentum reliant on limited funding from Queensland Health and annual fundraising efforts, which Gardiner asserts are insufficient for sustainability.

Momentum’s future hinges on successfully securing a role as a service provider within the hub. Although notifications for successful applicants were expected in June, the announcement has been delayed to late July due to a high volume of applications. Meanwhile, existing providers, including Momentum, are working under temporary funding provided by PHN, which is set to expire at the end of the year. Without a secured ongoing funding source, Gardiner fears Momentum will have to shut down, jeopardising the support that many clients depend on, particularly those with severe mental health issues.

Transitioning to a new service provider poses significant challenges for vulnerable clients who have built trusting relationships with their caregivers. Gardiner highlighted the risks, stating that clients could experience mental health crises if they are required to find new support—an issue that has previously arisen during Momentum’s brief holiday closures.

Currently, Momentum and its clients await the PHN’s tender outcomes, realising that a negative result would compel staff to seek new employment and clients to change providers. Gardiner describes this situation as heart-wrenching, particularly for those suffering from complex mental health conditions.

In a bid to secure ongoing funding, she has initiated a Change.org petition, advocating for support to keep Momentum operational. Gardiner argues there is ample scope for both the integrated hub and Momentum to coexist, ensuring comprehensive mental health services for the community.
